Vocational Education Association of Ho Chi Minh City: Celebrating 20 Years of Formation and Development

On the morning of December 15, 2023, the Vocational Education Association of Ho Chi Minh City (GDNN) solemnly organized a ceremony to celebrate its 20 years of formation and development (December 15, 2003 – December 15, 2023) at the auditorium of Thu Duc College of Technology (Thu Duc City, Ho Chi Minh City)

NGƯT (Outstanding Teacher), MSc (Master) Lâm Văn Quản, Chairman of the Vocational Education Association of Ho Chi Minh City (HGDNN), delivered a speech at the ceremony.

Attending the ceremony, representatives from central agencies included Mr. Phạm Anh Thắng, Deputy Head of the Office, Head of the Office of the Ministry of Labor, War Invalids and Social Affairs in Ho Chi Minh City; Ms. Đinh Thị Thanh Thủy, Deputy Head of the Office of the People’s Committee of Ho Chi Minh City; Mr. Phan Chính Thức, former Director General of the General Department of Vocational Education and Training (GDNN); Mr. Đào Trọng Độ, Head of the Training Department, General Department of Vocational Education and Training; along with representatives from the Union of Scientific and Technical Associations of Ho Chi Minh City; the Department of Vocational Education and Training in Ho Chi Minh City; the Vocational Education and Occupation Association of Vietnam; and the leadership of Thu Duc College of Technology (the organizing unit)…

From the side of the Vocational Education Association of Ho Chi Minh City (GDNN-HCMC), NGƯT (Outstanding Teacher), MSc Lâm Văn Quản, Chairman of the Association; Mr. Nguyễn Minh Thành, Honorary Chairman of the Association (former Chairman); MSc Hoàn Quốc Long, Vice Chairman of the Association (Principal of Nguyen Tat Thanh Intermediate School); and Vice Chairmen Trần Thanh Hải and Lưu Đức Tiến,… along with all teachers who are members of the executive committee of the GDNN-HCMC through various periods, members of the executive committee of the fourth term, and organizational and individual members of the GDNN-HCMC.

Mr. Phạm Anh Thắng, Deputy Head of the Office of the Ministry of Labor, War Invalids and Social Affairs – Head of the Office’s Representative Office in Ho Chi Minh City, commended the leadership of the Vocational Education Association of the City.

Speaking at the ceremony, NGƯT, MSc. Lâm Văn Quản, Chairman of the Vocational Education Association of Ho Chi Minh City, stated: The Vocational Education Association of Ho Chi Minh City was established on December 15, 2003, initially named the Ho Chi Minh City Vocational Training Association. In 2015, the association officially changed its name to the Vocational Education Association of Ho Chi Minh City. After 20 years of formation and development, through four congresses, the initial membership of about 60 members has now grown to 152 organized members, including vocational training schools at the elementary, intermediate, and college levels in Ho Chi Minh City, businesses, and centers operating in the field of vocational education, along with over 700 individual members participating in the association’s activities.

NGƯT, MSc. Lâm Văn Quản added that over the past 20 years, the Association has actively participated and provided constructive feedback on various issues within its scope and responsibilities. This involvement includes collaboration with relevant authorities in vocational education through seminars and workshops. Some of the topics addressed include the development of metro lines in Ho Chi Minh City, the establishment of training units in high-tech zones, advisory activities related to workforce training to meet the city’s development needs, challenges faced by vocational schools, school uniforms, vocational training for workers, food safety and hygiene, the Constitution, and laws related to vocational education. Additionally, the Association has organized seminars and workshops on career orientation to guide students into vocational training and to connect training institutions with businesses for curriculum development and job placement for students. In recent years, the Association has also conducted specialized workshops for vocational institutions. For instance, in June 2021, an online seminar was organized to gather input on teaching cultural knowledge at the high school level in vocational institutions, and another workshop focused on providing feedback on the management documents implementing the Vocational Education Law of the General Department of Vocational Education.

In addition, the City Vocational Training Association also offers professional development and vocational training courses for vocational training institutions. For example, the “Enhancing Career Counseling, Enrollment, and Customer Care Capacity” course was conducted for nearly 50 participants, including lecturers and managerial staff in vocational training institutions in Ho Chi Minh City. The association organized a specialized training course on “Open Educational Resources (OER) Utilization” in an online format for leaders, officials, lecturers, and information-communication-library specialists, with 374 participants. The association also conducted training sessions on teaching skills for hair and beauty teachers, the use of interactive smart boards, and introduced training programs in logistics and the beauty industry from South Korea. These initiatives aim to standardize the management team and provide professional development for teachers while offering soft skills training for students to enhance their communication and interpersonal skills.

In particular, in recent times, the Vocational Training Association has collaborated with its member units to organize two beauty care skill competitions for participants, including students and professionals in the beauty care industry in Ho Chi Minh City. They also conducted consultancy and guidance on beauty service occupations in compliance with government regulations, enhancing awareness and professional competence.

Parallel to these activities, the Ho Chi Minh City Vocational Training Association has intensified its efforts to connect with international organizations and training institutions. Specifically, from 2021 until now, the International Cooperation Board of the City Vocational Training Association has collaborated with various organizations to conduct events on study and work opportunities, as well as settlement in countries such as Canada, Germany, Australia, Japan, and South Korea, covering diverse vocational fields such as hospitality, mechanics, agriculture, nursing, and communications.

“After 20 years of formation and development, the Association has made significant contributions, helping improve the quality of vocational training in Ho Chi Minh City and the country as a whole,” said NGƯT, ThS Lâm Văn Quản.

Moreover, in the past years, the Ho Chi Minh City Vocational Training Association has actively participated in charity and community activities. To date, they have organized three charity weddings for disabled couples, with a total of 120 couples benefiting from these events. This initiative has set a Vietnam record as the “organization with the most collective wedding ceremony for disabled couples in Vietnam.” Additionally, they have given gifts, scholarships, built charitable houses, and bridges for people in the Mekong Delta provinces. They contributed to disaster relief for flood-affected people in Central Vietnam. The Charity Board of the Hairdressing Division of the City Vocational Training Association has organized haircuts and gift-giving events for people in Bình Phước and Bến Tre provinces.

NGƯT, ThS Lâm Văn Quản, Chairman of the Vocational Training Association in Ho Chi Minh City, affirmed that the achieved results are attributed to the structure of the City Vocational Training Association’s Executive Board, which mostly consists of educators who are currently or were previously involved in management, teaching, and administration in vocational training institutions, businesses, journalists, artists, etc. These individuals have extensive experience in vocational training, high professional competence, and good ethical qualities. They all contribute to the activities for a common purpose, non-profit, and not for personal gain. The founders and leaders who have led the Association through three terms, as well as their successors elected in the fourth congress, serve as exemplary figures, attracting participants with their integrity and fostering unity.

The Ho Chi Minh City Vocational Training Association is a professional and social organization operating in the field of education and vocational training in Ho Chi Minh City. Its purpose is to gather and unite its members, protect their legal rights and interests, and support each other to contribute to the socio-economic development of Ho Chi Minh City and the country as a whole. Since September 2011, the City Vocational Training Association has officially become a member of the Vietnam Vocational Education Association (now the Association of Vocational Education and Social Work Vietnam).
