OCOP product concept
OCOP products (products) are products and services participating in the National OCOP Program. Specifically, according to Decision 919/QD-TTg, OCOP products are goods and tourism services of local origin, branded, with cultural characteristics and local advantages.
OCOP products will be evaluated and classified at 3 levels: district level, provincial level and central level. After evaluation, the product will be classified from 01 star to 05 stars and will be granted SP OCOP certification valid for 36 months.
What are the criteria for a product to be recognized as an OCOP product?
1.Criteria for recognition of SP OCOP
A product recognized as an OCOP product is clearly defined by the Government in Decision 148/QD-TTg stating:
Part A: Group of criteria for evaluating products and community strength (40 points)
- Production organization: must use local materials and labor; increase product value in the direction of processed products and deep processing; expand production scale and link along the value chain; Ensuring environmental protection during the production process
- Product development: Products are developed based on local traditions
- Community strength: encourage production according to a common model such as cooperatives; encourage the use of local labor; Organize business effectively and transparently
Part B: Group of criteria for evaluating marketing capabilities (25 points) - Marketing: encourage product distribution channels from local to international; have advanced quality management certification; Promotional activities are organized professionally with regular frequency to increase product promotion effectiveness.
- Product stories: encourage complete product stories, methodical presentations, unique impressions, and local nuances
Part C: Group of criteria for evaluating product quality (35 points) - Sensory, nutritional, uniqueness: meets quality standards required by each type of product
- Product standards: Products are produced according to standards and announced according to the provisions of law
- Export ability: encourage products that meet international quality standards
2. Product Rating
Products, after being evaluated according to the OCOP Criteria, will be classified into 5 classes:
- 5-star rating (90-100 points): Typical products have high quality standards, meeting conditions for export
- 4-star rating (70-90 points): Typical product, meeting quality requirements, good market access, potential to upgrade to 5-star product
- 3-star rating (50-70 points): unique product, stable sales volume, potential to upgrade to 4-star product
- 2-star rating (30-50 points): the product is starting to form a specific quality, with the potential to upgrade to a 3-star product
- 1-star category (1-30 points): early product, not yet widely consumed, has potential to upgrade to 2-star product
